EMR employs approximately 1,700 full-time equivalent staff, most of whom directly provide disability, housing, child protection, school nursing, specialist children’s and juvenile justice services.

Forty staff work in partnership with about 430 organisations in EMR that have a Funding and Service Agreement with DHS.

In 2008–09, EMR has an output budget in excess of $415 million. Approximately $335 million of this is provided to community organisations and local government for service delivery.

EMR has responsibility for a large number of disability services, including one hundred and thirty two Community Residential Units.

After hours services are a feature of EMR. These include statewide services for child protection, bail and general placement co-ordination, the Streetwork Outreach Service and the Parentline and Maternal and Child Health Line telephone services.
