Residential Services Unit is responsible for policy and program development, planning and quality oversight of Victorian public sector residential aged care. Public sector residential aged care is residential care provided, largely for older people, by Victorian public health services. The Commonwealth government is responsible for the overall funding and regulation of the residential aged care system.
The public sector provides 5% of residential aged care in metropolitan Melbourne and 40% in rural Victoria. In metropolitan Melbourne, the availability of residential aged care (public sector and more broadly) has an important link with the effective operation of our hospitals. In rural areas residential aged care is usually provided as part of an integrated service providing acute, sub-acute and sometimes primary care, in addition to residential aged care.
The Residential Services Unit works on issues such as:
- what role the public sector can best play to enhance the overall operation of the health and aged care system
- system planning and development including supply and demand, service models which meet community needs and development of physical infrastructure.
- Provision of expert advice and support to assist State services to deliver quality care, and to meet Commonwealth accreditation requirements
- financial sustainability of public sector aged care services monitoring, including use, availability and quality of care
