Overview

The unit is responsible for providing the Minister responsible for Aged Care with policy advice that will:

  • Support the implementation of the Victorian Government's aged care priorities
  • Ensure that Victoria is prominent in the consideration of aged care issues and in policy and program development.

The Policy and Analysis Unit undertakes work across a range of areas including:

  • Commonwealth / State Relations
  • Provision of policy advice on cross-departmental issues
  • Monitoring Commonwealth policy outcomes in Aged Care

Function and Tasks

State/Commonwealth Policy Analysis

The unit undertakes policy analysis and development, research and liaison with stakeholders to support the implementation of the Victorian Government's aged care policy. The unit maintains liaison with the Commonwealth Government on regulatory frameworks and funding policies, ensuring that Victoria is prominent at the national level.

The unit represents the Department on aged care matters in a range of settings and forums. It has permanent membership on a number of committees and groups and provides a representative role as needed, to provide Victorian input to aged care matters. The following are current roles:

  • Secretariat support for the Aged Care Officials (including developing more active role and identifying possible areas for State collaboration)
  • Coordination of Australian Health Ministers Advisory Committee
  • Represent Victorian aged care interests at the Commonwealth Department of Veterans' Affairs Victorian Ex-Service Round Table on Aged Care

Aged Care Research Program

The unit has responsibility for development and implementation of a research framework that establishes a strategic, coordinated process to obtain 'best value' from funding allocated to research and evaluation of aged care issues and programs. A Research Interest Group, co-opted to provide strategic advice on research priorities that support the Department's objectives and priorities in aged care, supports the framework.

Aged Care Workforce Planning

The unit undertakes research and analysis on workforce issues, to inform the Minister and the department's work on workforce planning in the aged care sector. The unit also contributes to work addressing specific issues across the aged care sector and more broadly the health sector.
