Multiple and Complex Needs Initiative
The Multiple and Complex Needs Initiative (MACNI) is an Initiative of the Department of Human Services (DHS) jointly funded with the Department of Health (DoH) and the Department of Justice (DoJ).
MACNI is a time-limited specialist intervention for those 16 years and older who are identified as having multiple and complex needs including those with combinations of mental illness, substance abuse issues, intellectual impairment, acquired brain injury and forensic issues. Often these individuals pose a risk to themselves and to the community.
The objectives of the Initiative are to develop a more effective and co-ordinated approach to supporting this client group, so that they can achieve stability in health, housing, social connection and safety, as well as being linked back into comprehensive ongoing support. Participation in a MACNI service response is voluntary.
The model has four components:
- Regional gateway and regional coordination;
- Central Eligibility and Review Group;
- Statewide care plan development and coordination service- Indigo
- Legislation - the Human Services (Complex Needs) Act 2009
The Initiative is managed by DHS. The MACNI Central Team members are:

On 31 May 2009, the original legislation underpinning the Multiple and Complex Needs Initiative sunset and was replaced with the Human Services (Complex Needs) Act 2009.
