Youth Employment Scheme (YES)

YES is a Victorian Government initiative to enable unemployed and disadvantaged young people to enter the workforce and build sustainable careers.

YES is targeted at unemployed and disadvantaged youth. Employers within the department and its controlled entities are encouraged to offer a YES traineeship or apprenticeship to young Victorians aged between 16 and 24 who fall into the following categories:

  • Low educational attainment or attended a special school
  • Long term unemployed (12 months or more)
  • Disadvantaged in English literacy
  • Have a disability
  • Previous offender
  • Indigenous Australians
  • Retrenched from your last job

YES offers an excellent opportunity to engage employees in a cost effective manner while providing young Victorians with a chance to develop solid career foundations in health and community services.

As well as the department's controlled entities in the health sector, the department provides traineeships and apprenticeships for young people (aged between 16 and 24 years) each year, with at least a third of these places being provided to long term unemployed or disadvantaged young people, including Indigenous Australians.

A Memorandum of Understanding has been agreed to and signed by the Victorian Trades Hall Council and the Government of Victoria. This stipulates that traineeships are additional to existing positions and that existing staff, including fixed term or casual staff, are not to be displaced.

Opportunities

Obtaining a Traineeship or an Apprenticeship will provide meaningful employment opportunities. Traineeships and apprenticeships are available in the Department of Human Services and related organisations, such as public hospitals, in a variety of areas including:

  • Construction/Plumbing
  • Administration
  • Security
  • Telecommunications
  • Financial Services
  • Community Services
  • Health and Nursing
  • Horticulture
  • Hospitality
  • Information Technology
  • Correctional Services
  • Public Services

Traineeships

Traineeships are of 12 months duration with training provided by a Registered Training Provider. Flexibility is given to longer traineeships such as Certificate IV Nursing which would involve a 2 year traineeship. The following traineeships, among others, can be offered:

  • Certificate 4 Community Services (Aged Care)
  • Certificate 3 Info Tech
  • Certificate 3 Community Services (Aged Care)
  • Certificate 3 Dental Assistant
  • Certificate 3 Asset Maintenance
  • Certificate 3 Info Tech (Network)
  • Certificate 3 Info Tech (Network Admin)
  • Certificate 3 Library Services
  • Certificate 3 Office Admin
  • Certificate 3 Fitness Instruction
  • Certificate 3 in Community Services (Housing)
  • Certificate 2 Community Services (Disability)
  • Certificate 2 Food & Domestic Service
  • Certificate 2 General Construction
  • Certificate 2 Horticulture
  • Certificate 2 Info Tech
  • Certificate 2 Community Care (Aged Care)

Apprenticeships

Apprenticeships are of 3 or 4 years duration. The following apprenticeships are offered:

  • Certificate 3 Carpentry
  • Certificate 3 Hospitality (Commercial Cookery)
  • Certificate 3 Horticulture
  • Certificate 3 Plumbing
