Total diabetes admissions

Table 57 summarises the rate of admissions for complications of diabetes and average number of bed days in various PCPs in 2001-02. The admission rate for diabetes complications in 2001-02 varied from 4.35 per 1,000 persons (4.06-4.65) in Boroondara to 18.83 per 1,000 persons (18.06-19.64) in Central West. The average number of bed days during the same period varied from 3.55 in East Gippsland to 9.17 in Campaspe.

There were 15 PCPs with admission rate ratios significantly higher than the Victorian average for 2001-02. Central West had the highest rate ratio, at 2.16 (2.08-2.27), while Boroondara had the lowest, at 0.50 (0.47-0.54) (Figure 87).

Key findings

  • Fifteen PCPs had admission rate ratios significantly higher than the Victorian average in 2001-02. These were, from highest to lowest, Central West, Grampians Pyrenees, Brimbank/Melton, Wimmera, South West, Hume/Moreland, West Bay, Southern Grampians/Glenelg, Northern Mallee, North Central Metropolitan, East Gippsland, Bendigo/Loddon, Moonee Valley/Melbourne, Central Highlands, and Frankston/Mornington Peninsula.
  • Together, these 15 PCPs accounted for 52.93 per cent (n=23,226) of all admissions for diabetes complications, and 46.47 per cent of number of bed days for Victorian admissions for diabetes complications.

Admissions for long-term diabetes complications

Table 58 summarises the rate of admissions for long-term complications of diabetes and average number of bed days in various PCPs in 2001-02. The admission rate for long-term diabetes complications in 2001-02 varied from 4.28 per 1,000 persons (3.99-4.58) in Boroondara to 18.61 per 1,000 persons (17.84-19.41) in Central West. The average number of bed days during the same period varied from 3.57 in East Gippsland to 9.24 in Campaspe.

Key findings

Admissions for short-term diabetes complications

Table 59 summarises the rate of admissions for short-term complications of diabetes and average number of bed days in various PCPs in 2001-02. The admission rate for short-term diabetes complications in 2001-02 varied from 0.11 per 1,000 persons (0.07-0.17) in Boroondara to 0.39 per 1,000 persons (0.23-0.66) in Southern Grampians/Glenelg. The average number of bed days during the same period varied from 2.71 days for the South Coast Health Services Consortium to 11.53 days in Central Hume.

Only two PCPs had admission rate ratios significantly higher than the Victorian average for 2001-02: Frankston/Mornington Peninsula at 1.36 (1.07-1.71) and Barwon, at 1.37 (1.08-1.7) (Figure 89). The 95 per cent confidence intervals for the admission rate ratios are large, due to low numbers of admissions for short-term complications of diabetes at the level of PCPs.

Key findings

  • Only two PCPs had admission rate ratios significantly higher than the Victorian average in 2001-02: Barwon and Frankston/Mornington Peninsula.
  • These two PCPs accounted for 13.51 per cent (n=149) of all admissions for short-term diabetes complications, and 10.49 per cent of number of bed days for Victorian admissions for diabetes complications.

Repeat attenders and Hospital-in-the-Home

In 2001-02, 39.60 per cent of admissions for diabetes complications represented repeat admissions (to the same hospital) for persons who had already been hospitalised during the financial year, and were therefore repeat attenders. The extent of repeat admissions varied from a high of 68.25 per cent in Central West to 20.34 per cent in Southern Mallee. PCPs with high re-admission rates tended to have the highest admission rates for diabetes complications. The average number of bed days for those regions was generally lower than for regions with lower levels of re-admission (Table 60).

Admissions associated with the Hospital-in-the-Home program did not feature prominently among diabetes admissions, with rates of Hospital-in-the-Home admissions ranging from a high of 6.45 per cent in Upper Hume to 0.48 per cent in East Gippsland.

In all PCPs, over 90 per cent of admissions of repeat attenders were related to long-term complications, in particular, renal complications. Admissions for 'other complications' also featured prominently - a category that includes foot ulcers.

As with repeat attender admissions, almost all Hospital-in-the-Home program admissions for diabetes complications were related to long-term diabetes complications.

Key findings

  • Rates of repeat admissions varied from 68.25 per cent for Central West to 20.34 per cent for Southern Mallee. The regions with the highest readmission rates were also among the regions with the highest rates of admission for diabetes complications.
  • The proportion of admissions among all admissions for diabetes complications during 2001-02 associated with the Hospital-in-the-Home was 2.87 per cent. This ranged from 0.48 per cent in East Gippsland to 6.45 per cent in Upper Hume.
