Concessions are available to low income Victorians experiencing difficulty in paying their council rates, water, gas and electricity bills. Discounts are available on essential services to ease the financial burden for low income Victorians. For each concession and/or benefit, there is an eligibility criterion.

  • What if I can't get to my local council?

    You may post your completed form to your local council.

  • How do I apply?

    An application form is available from the State Revenue Office by calling 13 21 61 or via the website.

  • How do I get the concession on my rates notice?

    If you have a concession card (Pensioner Concession Card, or DVA Gold Card issued by Department of Veteran's Affairs to War Widows (WW) or Totally/Permanently Incapacitated (TPI) Veterans) you should complete this form and take it to your local council together with all relevant information including your concession card.

  • Is the municipal rates concession available on my holiday home?

    No. The concession is only available for your principal place of residence which is listed on your Pensioner Concession Card, or DVA Gold Card issued by Department of Veteran's Affairs to war Widows (WW) or Totally/permanently Incapacitated (TPI) Veterans.

  • Am I able to get a concession on stamp duty?

    If you have a Pensioner, Health Care (except Carer Allowance and Foster Care), Commonwealth Seniors Health Card or DVA Gold card you can get an exemption from stamp duty when buying a property up to $330,000 in value, or a partial exemption on properties up to $750,000 in value.
