Expressions of Interest for material goods at bushfire temporary villages
The Victorian Government and many donors have supported people living in bushfire temporary villages in Flowerdale, Kinglake, Marysville and Whittlesea with purchased and donated items such as building materials, household appliances and furniture.
As people continue to leave the temporary villages, the Department of Human Services (DHS) is keen to ensure that goods no longer required for the ongoing recovery effort continue to benefit bushfire-affected communities into the future.
The State Government has already offered these donated and government-purchased goods to Murrindindi Shire Council to ensure that they continue to contribute to community recovery from the 2009 bushfires.
However, there are 80 items that remain.
In January and February 2012, the Department of Human Services (DHS) is inviting former Blue Referral Card holders, community groups and businesses in the Shire of Murrindindi and the City of Whittlesea to register their interest in acquiring these remaining goods.
Expressions of Interest need to be lodged with DHS by 28 February 2012.
Applications can be made for up to five goods. If an application for goods is approved, the goods will be free of charge, subject to the terms and conditions set out in the application form. The successful applicant will be required to collect the goods. DHS will not be delivering them.
An independent assessment process will be undertaken to determine the allocation of the goods. An independent Working Group will review all applications (comprising the completed application form and declaration according to the evaluation criteria). The Working Group will then recommend to the Director of Housing as to who should receive goods.
The Working Group will prioritise the allocation of good/s according to the recipient’s priority category. These categories, listed in order of priority, are:
- Local community-based organisations and eligible people (where the value of a good is less than $2000, eligible people will be given priority but where the value of a good is greater than $2000, local community-based organisations will be given priority)
- Local small businesses
- Local council
- Broad-based charity organisations, and
- Other government departments and agencies.
The goods will be distributed according to the following criteria:
- The good/s will be used for the benefit of the community or eligible people
- Receipt of the good/s will fulfil an unmet need identified by the applicant
- The applicant has clearly indicated a willingness and ability to cover any costs associated with taking possession and ownership of the good/s
- The applicant has made adequate arrangements for the receipt of the good/s – e.g. has a site location or storage facility – and can provide for the long-term sustainability of the good/s.
