1.7 Service Agreement Working Group

This page provides the terms of reference of the Service Agreement Working Group.

Background

The Service Agreement Working Group (SAWG) is a sub-group of the Human Services and Health Partnership Implementation Committee (HSHPIC). The working group aims to support the effective and consistent management of Service Agreements across the Department of Health and Human Services (DHHS) and the Department of Education and Training (DET).

The working group was established as the key consultation body for the review of the terms and conditions of the Service Agreement. The working group seeks sector and departmental feedback and considers recommendations on the Service Agreement.

Role

The SAWG will:

  • represent the sector and the departments’ views and advocate to ensure the effective operation of the Service Agreement
  • ensure that stakeholders can easily understand the requirements of their Service Agreement
  • be used to consult stakeholders on Service Agreement policy documents
  • provide ongoing advice on approaches to improve the management of the Service Agreement
  • consider matters relating to the National Disability Insurance Scheme

Members are encouraged, where relevant, to distribute documents and consult with their networks on work undertaken by the SAWG.

The SAWG comprises sector and departmental representatives from:

Other key departmental staff and organisations can be co-opted as consultants to the group if the discussion requires.

Chair

The SAWG will be chaired by the Director, Procurement and Contract Management Branch, Department of Health and Human Services.

Working Group meeting design and frequency

Meetings of the SAWG are to be held bi-monthly and are to be guided by the work plan for the working group.

Additional sub-groups may be formed to focus on specific issues. These groups will report back to the broader SAWG on their findings.

Reporting

The Chair of the SAWG will provide regular reports to HSHPIC on recommendations made by the SAWG.

Term of Working Group

The term of the SAWG is for the duration of the 2015-2019 Service Agreement business cycle.

The terms of reference and membership of the SAWG will be reviewed annually at the start of each year or as required.

Secretariat

Procurement and Contract Management Branch, Department of Health and Human Services, will provide secretariat services. The agenda and papers will be distributed in a timely manner for these meetings.
