1.1 About the Service Agreement Information Kit for Funded Organisations

The Service Agreement Information Kit (The Kit) is an applicable departmental policy as listed in the Service Agreement 'Schedule 1 Applicable Departmental Policies'.

The Kit is designed to provide organisations funded by the Department of Health and Human Services and the Department of Education and Training with information about the Service Agreement requirements.

The Service Agreement, a form of the Victorian Common Funding Agreement, sets out the key obligations, objectives, rights, and responsibilities of the organisation delivering services and the department providing funding to the organisation.

The terms and conditions of the Service Agreement are developed with sector representatives through the Service Agreement Working Group, a sub-group of the Human Services and Health Partnership Implementation Committee (HSHPIC).

The Kit contains useful information for organisations delivering funded services including:

  • Service Agreement Terms and Conditions
  • specific departmental policies that organisations need to comply with under the Service Agreement
  • funding and payments information.

The Kit consists of the following chapters:

  • Chapter 1: describes the funding and service delivery environment including an overview of the role of the departments, the partnering relationship between the departments and organisations, policy and funding plans/guidelines, and the Funded Agency Channel.
  • Chapter 2: an overview of the Service Agreement including its management, structure, requirements for entering into a new Service Agreement and Consortia Service Agreements.
  • Chapter 3: terms and conditions of the Service Agreement.
  • Chapter 4: applicable departmental policies as listed in Schedule 1 of the Service Agreement which organisations must comply with where relevant.
  • Chapter 5: service plan and funding information.

Information contained in the Chapter will be reviewed in consultation with sector representatives on the Service Agreement Working Group, a sub-group of the HSHPIC. Organisations will be notified of changes made to the information kit after this review.

Updates to the Service Agreement Information Kit for Funded Organisations

The Kit will be updated as required. It is recommended that organisations refer to the Kit via the internet, to ensure they are accessing up to date information.
