In Victoria our emergency management arrangements are based upon the ‘all hazards, all agencies’ approach. Under this approach, all emergencies, regardless of their cause, are managed through a consistent set of arrangements. This includes health service or hospital capacity to deliver care during incidents and emergencies, and maintain their ability to provide usual hospital services.
Most emergencies are isolated to a single health service or hospital and can be effectively managed without support from the Department of Human Services.
However, some emergencies require a broader level of coordination which will involve the department. When this occurs, the department provides a coordination function via the Victorian Health Emergency Coordination, which operates out of an established Emergency Coordination Centre.
To support health services and hospitals further develop and standardise code brown plans, the department produced the Hospital Resilience Code Brown Framework (pdf 2,507kb)
