State Emergency Recovery Arrangements
The State Emergency Recovery Arrangements are established under the Emergency Management Act 1986. The Act requires the Coordinator-in-Chief of Emergency Management (the Minister for Police and Emergency Services) to nominate a recovery coordination agency. The Department of Human Services is nominated as that agency.
As a result of the Security and Emergencies Committee of Cabinet review of Victoria's emergency management arrangements in 2002, the Department undertook a review of the State Emergency Recovery Plan. The revised plan, after widespread consultation, was endorsed by the Victoria Emergency Management Council in November 2004, and has been recently published in the Emergency Management Manual.

The revised arrangements represent a significant shift in the way Victoria manages the recovery from emergencies in that it now recognises four distinct environments of recovery; Social, health and community, Built, Economic, and Natural. Coordination structures are required at a state and regional level to ensure that these four environments are incorporated into state and regional recovery plans.
