Single State-wide Service

The decision has been made to establish and implement a state-wide service in Victoria. Overwhelming support for this model was received through the recent consultation on the service delivery model.

The new state-wide service will ensure more equitable access to equipment and services and this will lead to better outcomes for people with a disability.

The key principle underpinning the Aids and Equipment Program is to improve outcomes for individuals and aim to achieve a customer focused service through:

  • streamlined and timely access to an integrated and coordinated service delivery system;
  • transparent processing, prioritisation and equitable access; and
  • efficient and cost effective use of resources.

The new service delivery platform will uphold these principles by providing:

  • a single state-wide service;
  • a single point of entry – one phone number, one email;
  • a single state-wide waiting list; and
  • a new function of clinical advisors, who will provide clinical expertise on applications.

A competitive selection process will be undertaken to appoint a new service provider for the Aids and Equipment Program. It is anticipated that the procurement of the new provider will commence later this year with a view to appoint a provider in early 2010.

Background

The Aids and Equipment Program (A&EP) has been largely unchanged over the past 20 years. The Department of Human Services commissioned KPMG to undertake a review of the current Aids and Equipment Program and recommend a preferred model for Victoria. 

The review recommended that a significant redevelopment of the A&EP be undertaken and that a single state-wide service be established. Following the review, an extensive public consultation period was conducted on the proposed service delivery model between November 2008 and February 2009.  Information forums were held, with a total of 56 written response submissions received. DHS reviewed all submissions and released the summary report in June 2009.
