Timeframes for implementing the Quality Framework
There are many different quality management systems and approaches. Essentially a quality management framework builds organisational commitment and coordination in improving services and outcomes for people.
The Quality Framework requests that service providers focus improvements on the individual needs of people. Self-assessment of both the organisation and the needs and wants of the individual form the basis of the quality management system, while reporting and monitoring of the business' alignment with the Outcome Standards and Industry Standards outlined in the Quality Framework is also achieved.

Implementation July 2008–June 2009
Self-assessment
Service providers are to continue annual self-assessment, quality plans and continuous quality improvement activities. The tools in the Quality Framework Resource Guide can be used or another appropriate quality system with the capacity to demonstrate compliance.
For now, until you are notified in 2009, self-assessing using the evidence indicators for the Industry Standards and Outcome Standards is still required. After June 2009 all registered service providers will undergo independent monitoring and required to be certified compliant with the Standards by 2012.
Measuring performance
Service providers have established organisational systems, processes and practices that promote service provision consistent with the Industry Standards.
Reporting
Service providers should continue to self-assess and report via the Integrated Quality Management Approach organisational quality planning and improvement activity report (IQMA). IQMA reports may not be required from organisations that have participated in independent monitoring.
The IQMA report will seek information from service providers on their focus on Outcomes Standards, as reflected in quality plans. Continuous quality improvement activities identified in the quality plan will continue to be reported.

Independent monitoring will continue for registered services.
Measuring performance
Service providers:
- have established organisational systems, processes and practices that promote service provision consistent with the Industry Standards
- support each individual to achieve their personal outcomes consistent with the Outcome Standards.
Reporting
Service providers will continue to self-assess and report via the IQMA organisational quality planning and improvement activity report (as above). IQMA reports may not be required from organisations that have participated in independent monitoring.
The IQMA report will seek confirmation of compliance with the Industry Standards and Outcome Standards. Continuous quality improvement activities identified in the quality plan will continue to be reported.
