Application for Rehousing and Recovery
Am I eligible?
The Rehousing and Recovery - Home Under Construction - Destroyed Homes Payment is to assist owners of residential properties which were under construction and destroyed in the 2009 Victorian Bushfires and who are suffering financial distress as a result. The residence under construction must have been intended to be your principal place of residence.
You will not be eligible for the Rehousing and Recovery - Home Under Construction payment if the property is owned by a corporate entity.
You will not be eligible for this payment if you have already received a Rehousing and Recovery payment for your principal place of residence.
Receipt of the Tenants Contents Payment does not make you ineligible for this payment.
Only one payment will be made per individual regardless of the number of properties under construction.
What assistance is available?
Level 1: Owners whose property was at lock up stage
People in this category will be eligible for a $35,000 payment.
To expedite the processing of your application you must provide proof that your property was at lock up stage.
This could include:
- a statement from the builder
- building contract payments
- photographs
- insurance reports.
Level 2: Owners whose property was under construction but yet to reach lock up stage
Applicants are eligible for a payment of up to $25,000.
The payment will be capped at $25,000, with lesser amounts paid to those who have not incurred expenses beyond $25,000.
To expedite the processing of your application you must provide proof that your property was under construction. This could include:
- a statement from the builder
- building permit
- building contract
- building progress payments
- photographs
- insurance report.
Applicants who submit fraudulent claims may be liable for prosecution and will be required to repay any payment made under this grant.
How do I claim?
To claim the Rehousing and Recovery - Home Under Construction - Destroyed Homes Payment, you will need to complete the Home Under Construction application form (PDF, 380KB) and include all supporting documentation.
What information do I need to provide?
The Government recognises the extraordinary circumstances that individuals and families are facing and will work to ensure that any necessary information can be obtained in a flexible and sensitive manner.
The Government will need to reasonably establish:
- proof of identity of the applicant;
- that the applicants were the owner of the fire affected address;
- that the residence was under construction and destroyed as a result of the 2009 Victorian Bushfires.
Proof of identity can include:
- passport
- drivers licence, Key Pass or other photographic identification
- birth certificate.
Proof of primary address may include:
- drivers Licence
- rates notice
- bank statement
- utilities bill or statement.
Proof of ownership of the fire affected property may
include:
- rates notice.

Who can witness a statutory declaration?
People authorised to witness statutory declarations include lawyers, police, pharmacists, school principals, ministers of religion, bank managers, doctors, vets and Housing Services Officers.
