Programs Branch has a key role in developing policies, standards, guidelines and projects to improve service delivery of ambulance services, maternity services, cancer and palliative care services, sub-acute services and continuity of care for patients.

The Branch also has responsibility for coordinating the provision and funding of blood and blood products in Victoria, the organ donation program, the Commonwealth/State Highly Specialised Drug Program, the Pharmaceutical Benefits Scheme (PBS) and pharmaceutical reform.

The Branch provides clinical advice across a range of health issues – including service development projects and new and emerging technologies and is responsible for service and capital works planning for metropolitan health services.
