Policy Instruments Development & Review UnitManager: Milena Canil / Dianne ScottHealth Services Policy Review In 1995, all Australian Governments agreed to implement a National Competition Policy (NCP) by the year 2000. A key element of NCP is the review of all legislation that may restrict competition. The Health Services Act 1988 governs the delivery of both public and private health services in Victoria. The Victorian Government is required to review this legislation under the NCP process. Legislation is one mechanism for giving effect to policy decisions. The management and delivery of health services is informed by a broad policy framework, much of which is not embodied in statute. The review will also examine the policy context within which the delivery of health services takes place within Victoria. A small unit has been set up in the Acute Health Division to manage the review. Queries about the review may be directed to Dianne Scott (03) 9096 7198.
