Role & Function

The Health Data Development unit has responsibility for data reform, standards and data collection development of the acute health data collections required for performance reporting, accountability, research and service planning of acute health programs.

The unit is currently working on data redevelopment projects in partnership with relevant program and project areas of the Department:

  • Redevelopment of the key patient-level data collections (VAED, VEMD, ESIS) into a single common data collection, see http://www.health.vic.gov.au/hdss/data-reform/index.htm .
  • Development and piloting of a patient-level data collection for (Outpatients) Specialist Clinics.
  • Integration of electronic collection for Perinatals reporting with the VINAH data collection.

The unit is also responsible for the operation (including specification, development, validation, quality assurance, annual review and infrastructure maintenance) of several data collections, mostly in the non-admitted and finance domains of acute health:

The Victorian Integrated Non Admitted Health (VINAH) Minimum Data Set, which collects data about:

  • Sub Acute Ambulatory Care Services (SACS)
  • Hospital Admission Risk Program (HARP)
  • Post Acute Care (PAC)
  • Community-based Palliative Care
  • Family Choice Program
  • Victorian HIV Service
  • Victorian Respiratory Support Service
  • Medi-Hotel activity (optional)

Information about VINAH is available on the HDSS website

The Agency Information Management System (AIMS)–hosted data collections, including:

  • Annual Hospital Returns
  • Common Chart of Accounts and Finance Return
  • Hospital Beds collection
  • Acute Non-Admitted Patient collection
  • Dental Health Non-Admitted Patient Services
  • Public Health Non-Admitted Patient Services
  • Early Years Services Non-Admitted Patient Services
  • Residential Services collections
