Role and Function

The Service Performance and Governance Unit is responsible for developing and implementing governance and accountability frameworks for public health services in Victoria and for monitoring the performance and managing relationships with metropolitan health services.

Health Service Performance responsibilities include:

• development of accountability frameworks, including the Statement of Priorities and the Performance Management Framework
• negotiation of metropolitan health services’ financial and service performance targets and outcomes, including key performance indicators (KPIs) and;
• monitoring, analysis and reporting of metropolitan Health Service performance, including against key performance indicators (KPIs) and other program measures
• developing and implementing approaches to performance improvement for metropolitan health services
• supporting performance management in health services through the provision of information and analysis

Key areas of focus for this section are relationship management, information analysis and providing system wide perspectives on new and emerging issues impacting on metropolitan health service performance.

Governance responsibilities include:

• the appointment processes for the Boards of Metropolitan Public Health Services and the Health Service Review Council, which assists the Office of the Health Services Commissioner.
• coordinating the Strategic Plan process for metropolitan public health services and metropolitan denominational health services and a project coordination role in Board education
• appointments and support to the Council of Board Chairs (CBC). The CBC has been established to focus on strategic, joint objectives to improve the performance of hospital-based services.
