In 1996, the Acute Health and Aged, Community and Mental Health Divisions collaborated to tender and subsequently engage KPMG to review the Department's patient level information needs. KPMG undertook to review existing information systems, develop a data dictionary, prepare detailed system requirement definitions for the RAPID systems, and prepare an implementation options report. This first stage became known as the Review of Acute and Psychiatric Information Directions (RAPID Project). The scope of the second stage of the project (the Redevelopment of Acute and Psychiatric Information Directions) includes: The development of function specifications for the three systems proposed by the KPMG review (Data Warehouse, mental health Operational Data Store and mental health Client Management Interface). The physical application development of the three systems. The testing and implementation of the systems. The selection of query tools for the Data Warehouse. Training users. The migration and conversion of existing data into the RAPID applications. The facilities management of the two central systems (Data Warehouse and mental health Operational Data Store) for an initial five year period. The patient level Data Warehouse and mental health Operational Data Store together incorporate the following data collections:

Aspect Computing was awarded the contract for the RAPID project in January 1998. Current Status of the Data Warehouse The Data Warehouse component of the project is well into the second stage which involves specification and building the Data Warehouse. The Data Warehouse comprises a Submission/Staging system, Core and Data Marts. The Submission system receives data from health service providers, edits it and provides feedback to the data providers. The data that has passed the edits is then held in the Staging component until the monthly load to the Core and Marts. A component of the Submission system enables the linkage of data sent to the warehouse. This RAPID Linkage System uses information available in the data sets which comprise the warehouse for linking de-identified episodes. This linkage identifier will enable authorised users to analyse data across data sets for health service planning and research purposes. No patient names or addresses will be sent to or stored in the warehouse. The Core is the essence of the warehouse. It is a large data base of all data held in the warehouse. It contains the source data from which the Data Marts are loaded. Data Marts provide subsets of the Core designed for regular access by key user groups in the Department. Current Status of the ODS and CMI (under review) The project is overseen by a steering committee that is comprised of representatives from the Department's central and regional offices and the health industry, and is chaired by the Director of the Aged, Community and Mental Health Division of the Department. The day-to-day management of the project is the responsibility of the management group. This group includes representatives from Acute Health, Corporate Services, and Aged,Community and Mental Health Divisions. The RAPID Project Team is comprised of :
