Calculation of WIES5

  • Changes to the WIES5 Formula
  • WIES5 Specifications
  • Related Definitions

  • This Section provides technical details on the definitions and calculations underpinning the 199798 casemix funding formula in relation to admitted patients. It provides specifications for the calculation of Inlier Equivalent Separations version 5 (IES5) and Weighted Inlier Equivalent Separations version 5 (WIES5).

A listing of relevant parameters for each ANDRG is contained in the table 1997/98 Cost Weights and Related Parameters. This table contains the following columns:

    Heading

    Details

    MDC Major Diagnostic Category
    (nil) AN-DRG Version 3 Number
    AN-DRG Version 3 AN-DRG Version 3 Name
Type Medical (M), Procedural (P) defined by AN-DRG
Same Day Medical Target Relevant AN-DRGs are identified
Mechanical Ventilation Copayment Exempt (per diem) AN-DRGS in which episodes always ineligible are identified
Eligible (per case) AN-DRGS in which episodes may be eligable are identified

    Same Day/One Day Weight

Identifies whether same day or one day episodes subject to seperate weight
Boundary Points Low Low Boundary (trim) point threshold for low outliers
High High Boundary (trim) point threshold for high outliers

    Average Inlier Length of Stay

Average LOS for inliers; use for calculating IES5
Cost Weights All Weight for AN-DRGS without separate same day/one day weight
Same day/One day Weight for same day (or one day) episodes in relevant AN-DRGS
Other Weight for other episodes in relevant AN-DRGs
High Outlier Factor Used when converting high outlier days to IES5
Weight Weight to apply to high outlier component
Fixed All Weight for calculation of fixed WIES5
High Outlier Weight for high outlier componant of fixed
Variable All Weight of calculation of variable WIES5 (if applicable)
High Outlier Weight for high outlier component of variable WIES5.

The Department will monitor activity data to ensure that patients are not retained in hospital overnight where previously such cases were cared for on a same day basis. Funding penalties may be imposed in cases where there is a significant shift from same day to overnight care. A list of same day-only categories is given in Section C.
