3.5 High Outliers


In 1997-98 high outlier weights have been calculated to ensure daily rates are not below the set variable floor price of $119, or above the set variable ceiling price of $472.

As in 1996-97 high outlier weights are adjusted by the high outlier factor. This factor reduces the average per diem rate in recognition that days at the end of a patient's stay are relatively less costly than the initial days. For most DRGs the high outlier factor has been set at the 1996-97 levels i.e. 0.8 for medical DRG, 0.7 for surgical DRGs, and 1.0 for selected neonate DRGs. For 1997-98 the high outlier factor for selected Burns DRGs has also been set at 1.0.
