EVALUATION OF THE RELOCATED HIV/AIDS
AND INFECTIOUS DISEASES SERVICES

Project Background:

A commitment was made in May 1998 by the Minister for Health to evaluate the range, appropriateness and acceptability of the relocated HIV/AIDS and Infectious Diseases Services from the Fairfield Hospital to the Alfred and Royal Melbourne Hospitals respectively.

Project Objective:

The overall objective was to undertake an evaluation for the Department of Human Services of the HIV/AIDS and Infectious Diseases Services which were relocated from Fairfield to the Alfred and Royal Melbourne Hospitals respectively.

More specifically it included:

  1. Assessing to what extent the:
    • HIV/AIDS Services purchased from the Alfred Hospital fulfilled the Performance Evaluation Criteria outlined in the Health Service Agreement.
    • Infectious Diseases Services purchased from the Royal Melbourne Hospital fulfilled the Service objectives outlined in the Health Service Agreement.
  1. Examining access and utilisation of the Services, including market share, against targets within the Health Service Agreement and within a State-wide context regarding purchasing of services
  2. Assessing whether the Services purchased, including the inpatient/outpatient mix, are in accordance with clinical best practice, including the application of appropriate technology
  3. Assessing the strength and appropriateness of the linkages between the Services and non-acute/community services within a continuity of care and patient support framework
  4. Consulting with key stakeholders including consumers, the Department of Human Services, funders, providers, colleges and trainees (Registrars), to assess the level of satisfaction of the HIV/AIDS and Infectious Diseases Services, including their interface with non-acute/community and support services.
  5. Assessing the coordination of statewide HIV/AIDS and Infectious Diseases education, training and research by the respective services
  6. Assessing the ability of the services, within existing resource constraints, to:
    • meet future demand
    • incorporate changes in clinical practice, including the application of new technology
    • form partnerships with other service providers, including the private sector
  1. Making recommendations with regard to HIV/AIDS and Infectious Diseases Services respectively, concerning
    • future service development strategies to deliver quality care within a continuity of care and patient support framework
    • purchasing policy, in particular regarding block grant and WIES targets and inpatient and outpatient targets consistent with overall hospital purchasing policy.
    • ongoing monitoring and evaluation of services, including a set of standard performance evaluation criteria appropriate to both Services.

A Review Advisory Committee Chaired by Dr Campbell Miller, Assistant Director, Service Development, Acute Health was established to provide advice and assistance to the Department of Human Services and the Consultants conducting the review.
