Emergency Services Development Program (ESDP)

The Emergency Services Development Program was introduced in 1997/98 to provide one off funds for service development initiatives likely to lead to ongoing benefits for patient care. The Emergency Services Development Program supported projects that assisted hospitals to address specific and local emergency services delivery issues and which, in turn, were likely to lead to improved performance against measurable targets. The types of projects funded focussed on the following aspects of service delivery:

  • timeliness and coordination of patient treatment
  • innovation in the delivery of clinical services
  • care delivery focussed on groups of patients with particular needs
  • interface with hospital inpatient and outpatient care and community health care
  • admission and discharge procedures and practices
  • performance measurement and analysis
  • cost effectiveness

The Emergency Services Development Program was incorporated into the Hospital Access Program in 1998/99.

Below is a list of projects funded under this Program in 1997/98.

Alfred Integrated ED Charting System Current ED documentation will be redesigned through developing a new charting system to improve communication between patients, carers and General Practitioners. In Progress
Alfred Disease Management Program (Incorporating GP Link) The establishment of a controlled study to review frequent presenting patients with chronic heart disease. The study will review the cost effective management of these patients via a dedicated disease management call centre incorporating a telecommunications link to referring General Practitioners. Completed
Alfred Enhancing Discharge Planning Practice This project will focus on improving discharge processes commencing in or for patients passing through the E D. Completed
Angliss Health Service Models of Care for 3 Selected Groups of Patients Development of models of care and pathways for three selected groups of patients who present to the Angliss Emergency Department. Completed
ARMC Physiological Parameters Study A trial will be conducted of a protocol which identifies patients at risk of critical illness according to defined parameters to facilitate early intervention. In Progress
ARMC Impact on Patient Movement from the ED using Interim Orders This study will review audit sheets looking at ED diagnosis versus discharge diagnosis/ED LOS with and without the use of interim orders to ascertain whether it is necessary to continue with a system involving both ED and ward registrar diagnosis. ARMC Provision of a Telephone Advisory Service Implementation of a telephone triage/advisory service to improve customer service and allow more appropriate allocation of emergency department resources. In Progress
ARMC Risk Management Strategy Evaluation of a risk management strategy based on case notes review. In Progress
Ballarat Base Time Linked Care Pathways To introduce time linked care pathways into the emergency dept in an effort to decrease waiting times for 3 groups of patients presenting to the emergency dept and improve the efficiency in the way patients move through the emergency phase of their care. In Progress
Bendigo Development of A&E Intranet Server Development of A&E virtual intranet server to facilitate dissemination of secure clinical and administrative information/ data to internal and external agencies (eg General Practitioners, Consultants). To be integrated with BHOG group intranet. In Progress
Bendigo - Acute Campus Enhanced General Practitioner Liaison "Programmable" fax/ modem linked to VEMD generated patient summaries for immediate transmission to GP surgeries. This transmission would include advice regarding the patient's treatment and ongoing management. Outcomes sought are improved communication, better patient care and enhanced continuity of care between service providers. In Progress
Dandenong Reconstruction of the Triage Area Upgrading of the triage area to improve the efficiency and accuracy of nursing assessment of patients presenting to the Emergency Department. In Progress
Dandenong Clinical Nurse Educator for the ED To introduce a clinical nurse educator into the emergency department for staff development and support and improve staff retention. In Progress
Dandenong Introduction of Clinical Guidelines Improve waiting times in category 2 and 3 and enhance quality of delivered care to patients. In Progress
Dandenong Improving Communication Between General Practitioners & ED Emergency Department communication with General Practitioners by mandatory fax or e-mail notification to be established, and appropriate information technology developed to support this. In Progress
Dandenong Nurse Practitioner Fast Track Service A fast track service will be run by advanced nurse practitioners in collaboration with senior MD to improve care of low triage category patients. In Progress
Frankston Emergency Dept and X-Ray Room Upgrade Installation of daylight processor in emergency department's x-ray room and emergency desk area. Completed
Frankston IT Software Upgrade Development & and installation of HOSPRO software in emergency department to improve data entry and workload management. Completed
Geelong Triage Redevelopment and Computer Upgrade Redevelopment of triage and reception area. Computer software and hardware improvements. Purchase of portable monitor defibrillator for triage area. Completed
Goulburn Valley Base Emergency Department Staffing Trial Trialing an alternative staffing model in the ED, involving the use of senior clinicians to provide a more timely, higher quality service, including to the local Aboriginal population. Completed
LaTrobe Patient Information Computer Support A clinical decision support system will be developed to enhance the accuracy and timeliness of quality patient management Completed
LaTrobe Real Time Delivery of Xrays The capacity for real time access to X-ray reports from the ED will be developed to allow access as reports are generated Completed
Maroondah Emergency Department Communication with General Practitioners A fax facility linking the hospital main frame to General Practitioners to enhance patient care through improved communication regarding patient management upon admission and discharge from the Emergency Department. In Progress
Monash RAT Team To develop guidelines for and implement a rapid assessment team to facilitate investigation management of patients in category 2 and 3. In Progress
Monash Nurse Directed Minor Injuries Clinic To develop and implement a nurse directed minor injuries clinic aimed at facilitating high quality care delivery while decreasing waiting times for non-urgent conditions In Progress
Monash Introduction of Satellite Laboratory in the ED A blood gas/biochemistry analyser will be introduced to the emergency department. Its use is expected to reduce time spent by patients in the department by reducing the time spent waiting for results. The improvements in efficiency will be measured as part of the project. Monash Clinical Guidelines Development of clinical guidelines to facilitate investigations of and treatment of category 2 and 3 patients based on patients presenting problem. In Progress
Monash Improving Computer Data Entry and Producing a Discharge Letter for General Practitioners Upgrading workstations (number and performance) along with software enhancements to speed data-entry along with an improved discharge letter to General Practitioners. Completed
Monash Clinical Pathways to Manage Elderly Patients Presenting to the ED after Falls The project will develop agreed pathways for investigation and management of patients presenting with falls with the aim of reducing morbidity and demand on acute services, reducing unnecessary diagnostic investigations. Northern Development of Emergency Management System A single Patient Master Index for use by the Acute, Psychiatric and Primary Care facilities in the Northern region will be developed to maximise continuity of patient care and better discharge planning. Completed
Northern Electronic Referral Project Electronic patient referrals and patient information will be developed between the Plenty Valley Community Health Services and the Northern Community Health Services and the Northern Hospital Emergency Department using the Local Area Network and extending the current inpatient system. RCH/ Western Hospital Sunshine Improving Quality of Care Through Telemedicine To install telemedicine facilities which will allow the transmission of photos, x-rays and live video between the ED at WHS and clinicians at RCH to enable management decisions at WHS to be made with specialist paediatric input and minimal delay. Royal Children's Hospital Emergency Radiology Project A new radiology suite within the ED will be built. A combination of state of the art digital radiological equipment and a dedicated room equipped with ne radiology tables, monitoring and resuscitation facilities to provide an improved service for ill and injured children. Completed
Royal Melbourne Use of IT Strategy to Improve Emergency Admission Practices Provision of infrastructure to allow access to Emergency Department data at a ward level thereby facilitating improved admission practices for emergency patients and reducing admission block. Completed
Royal Melbourne Emergency Software Development To develop software to improve work practices by reducing duplication of data entry and streamlining processes which currently result in inadequate documentation, and allowing quick access for real time data entry for clinicians. Completed
St Vincent's Emergency Software Development The development of automatic admission and discharge notification to General Practitioners and referring practitioners and emergency system scanning and image incorporation for more complete discharge information and medical records. Completed
St Vincent's Electronic Medical Catch-up and Data Entry One-off data entry to improve electronic access to existing patient records, to increase clinician use of the electronic system and facilitate more timely access to records and communication with other health services. In Progress
Western/Sunshine Nurse Practitioner Clinic for Paediatric Patients To develop the nurse practitioner role by trialing processes to reduce waiting times for selected groups of paediatric patients. Completed
Wimmera Base Adverse Event Screening Program in the ED To adapt the inpatient adverse event patient occurrence retrospective medical record screening and medical review program for patients treated in the Emergency Department Completed
