About the Department of Human Services

The Department of Human Services is Victoria's largest state government
department.
We cover the responsibilities of the Ministers for Health, Mental
Health, Community Services and Housing.
We directly employ more than 11,500 people and fund organisations such
as hospitals, aged care facilities, ambulance services and community
service agencies that collectively employ more than 80,000 people.
What we do
We plan, fund and deliver health, community and housing services in
line with the government's vision for making Victoria a stronger, more
caring and innovative state.

Health
- Health care services through the public hospital system,
community health services and ambulance services
- Health promotion and protection through emergency management,
public health and related preventative services, education and
regulation

Mental Health
- A range of alcohol and drug prevention and treatment services
- The public mental health service system consisting of clinical
services and psychiatric disability rehabilitation and support
services

Housing
- Secure, affordable and appropriate housing and support to low
income Victorians
- Accommodation and assistance support for people experiencing
or at risk of homelessness
- Community building initiatives delivered through partnerships

Aged Care
- Residential and rehabilitation care for older people, along
with support and assistance to enable them to remain independently
in their own homes
|
|
|
Children
- Victoria's statutory responsibilities such as child
protection and youth justice
|

Disability
- Services that provide support for Victorians with
intellectual, physical, sensory and dual disabilities,
neurological impairments and acquired brain injury

Our divisions
Nine divisions share the department's responsibilities for developing
strategic priorities, implementing policy, and funding and monitoring
service delivery.

| Children, Youth
& Families |
Provides a focus for Victoria's children
within government and aims to improve their social, physical and
emotional development. |
| Disability
Services |
Improves access, participation and support
for people with a disability. |
| Financial and Corporate Services |
Delivers internal services to the
department, such as finance, capital management, administration and
information services. |
| Housing
and Community Building |
Oversees the delivery of secure,
affordable and appropriate housing and homelessness assistance to
low income Victorians. |
| Mental Health and Drugs
|
Supports the mental health and wellbeing of the Victorian
community through education, prevention and early intervention
strategies. Services include community support programs, treatment
and rehabilitation services and residential services. |
| Metropolitan Health and Aged
Care Services |
Funds and monitors the performance of all metropolitan-based
public hospitals and has statewide policy, funding and program
responsibility for public hospitals and ambulance services. Also has
state wide policy and program responsibility for acute and sub-acute
programs and services. |
| Operations |
Facilitates a whole-of-department
perspective on operational issues and provides a central point of
accountability for improving regional performance. |
| Portfolio Services and
Strategic Projects |
Develops strategic priorities and policy
directions to assist ministers and the senior executive to achieve
the department's mission. |
| Rural and Regional Health
and Aged Care Services |
Develops and implements policy and funding for monitoring service
delivery across the full range of health and aged care services for
people in rural and regional Victoria. Also has state wide
policy and program responsibility for:
- aged care
- primary and community health
- dental health
- public health.

Our regions
Three metropolitan regions and five rural regions deliver the
department's services:
Regions plan for, fund and deliver health, housing and community
services and develop strong partnerships with agencies to collaboratively
plan local services to give the Victorian community high quality services.
Regions are the department's public face and most departmental clients
receive services from regional staff. Almost 80 per cent of the
department's workforce is regionally based, and regions deliver services
from more than 500 locations state wide.
