Planning process

In 2007 the community was invited to view and make formal submissions about the proposed development plan. An independent planning panel considered 28 submissions from people and groups in the community about a range of issues including the new housing, open space and community services.

The independent panel's recommendations became part of the development plan.

Individual planning applications are made for each new stage of development. Planning permit applications are lodged with the Victoria’s planning authority (currently the Department of Transport, Planning and Local Infrastructure)  and are then referred to the City of Melbourne for comment.

The planning application for each stage of the redevelopment was also reviewed by the Community Liaison Committee.

Carlton Housing Precincts Development Plan

The Carlton Housing Precincts Development Plan, which guides the redevelopment, is the result of wide ranging discussion with the community and industry experts, including:

  • the Community Liaison Committee
  • a public exhibition period
  • written comments from the public
  • public forums and information sessions
  • a review by expert advisors
  • an independent planning panel and its recommendations
  • consultation with Melbourne City Council and Victoria's planning authority
