The Public Tenant Employment Program (PTEP) helps public housing residents across Victoria gain the hands on experience and training they need to get into the workforce.

The program provides an important pathway for those who want to gain secure employment, but may lack the skills or confidence to find work.

For over five years, the program has had great success and has matched hundreds of people looking for work with real jobs, apprenticeship and training.

When people are helped into secure employment many aspects of their lives improve. This has a positive and far reaching impact on other local residents, neighbourhoods and the wider community.

Working towards success: Dwayne, Diane and Charlie

Hard work and dedication has helped Dwayne build a better life for himself. At 15, while living in public housing, he left school and started work as a labourer.

He then enrolled in a trade introduction TAFE course where he continued his studies and learned cabinet-making, wood-machining and sanding.

Dwayne was unemployed for three months before he got a PTEP job as an apprentice carpenter with Morwin Pty Ltd employed through Group Training with the Brotherhood of St Laurence.

Diane and Charlie Morris, who run Morwin Pty Ltd, a well established building, renovations and maintenance company, could not be happier with Dwayne and the six other public housing residents they have employed through the program since 2005. Their positive experience makes them feel good about contributing to the community.

Dwayne says he has been given the chance of a lifetime to develop business and carpentry skills at Morwin. He now dreams of starting his own business.

Getting involved

The PTEP takes the hard work out of recruiting. It provides a free service to help you find competent trained staff, particularly in areas where there are skills shortages such as aged care, office administration, hospitality, gardening, construction, maintenance and security.

A dedicated team provides ongoing support for the life of the partnership with your employee.

More and more businesses recognise their social responsibility to help create better outcomes for the people around them. This is an opportunity to use local labour to meet your staffing and skills needs, and play an important role in the economic development of our local communities.

Public housing residents helped into employment prove to be committed, reliable and talented. Recent data shows that people who become involved in the voluntary program are more likely to stay on and it has an 87 per cent retention rate.

You will need to fill in the online Tenant Employee Registration Form if you employ someone through the program.

Housing and Community Building Division contractors

We work with many businesses across Victoria to build and maintain public housing properties. Many of our contractors have agreed to employ public housing residents through the program and this is included in their contracts with us. Find out more about services for contractors.

Training providers

If you're running an accredited training course and still have vacancies to fill, we may be able to link you with students who have expressed interest in doing the courses that you offer.

We also fund public housing residents to complete your training course where:

  • the applicant lives in public housing
  • the course is approved by PTEP, see list of approved courses
  • the course is government-funded and a concession rate applies.
