The Victorian government, through the Child, Youth and Family Division, has initiated the every child, every chance reforms committing to a whole of government approach to promoting positive outcomes for all children.

These reforms, being led by the Child, Youth and Family Division, include a legislative responsibility in the Children, Youth and Families Act 2005 (CYFA) for the Secretary of the Department of Human Services (the Secretary) to provide support for young people who are, or have been, subject to Custody or Guardianship Orders, up to the age of 21 years. These supports are designed to enable these young people to makea successful transition to independence.
